Honda HRR216K3-VXA has 2 problems. (1) throttle goes from fast to slow all my itself (2) Engaging the blade does not work all the time

Honda issued a Product Improvement Campaign back in 2006 to address a problem with the blades not staying engaged on this mower.

Please look on the back of the mower deck and check the serial number:

For used mowers, the fix is typically to replace the Roto-Stop control. A Honda Dealer really needs to look at the unit to be sure; here's a link to find one in your area:
