Repairs model 7265 starter

Would someone here, help me determine where the spring item # 18 "fits" into and into what on my starter for this 7265. I must be overlooking something here. I see it faces towards the flywheel, is that what aligns it to the teeth? Thanks for any help here.

Thanks Robinb66, I did find this link to the "lawn mower service" manuel. The spring on the pinion was either stretched or the wrong one all together, I found a new one that I had ordered some time ago and installed it and it appears to be working the way it should. It amazes me how these old mowers just keep running.
