Mandrel/pulley removal - shredded the bottom of the mandrel

So we shredded the star pattern on the bottom of the mandrel so the blade with not hold in place.
I considered using some new lock nuts and seeing what happens but felt that would be unsafe.

So I have new mandrels on the way, but cannot removed the pulley from the top of the mandrel spindle on top of the deck.
I can get the blade tight with the lock nuts, but cannot get resistance enough to loosen the nut on top of pulley wheel.

I have heated up the nut as well. I cannot remove the entire assembly from the deck without removing the pulley nut.
Does not seem to be anywhere to get a grip on the bottom of the mandrel spindle either.

Had an idea to use some JB Weld when I put the nut back into the bottom of the mandrel? Just get the nut in there permanently and then that would provide the resistance I need to get that nut off the top of the pulley.

Thought I would see what ideas might be out there in the forum.

I have Ryobi riding mower which is essential a craftsman 42in deck.

Lacking an impact wrench a I took a pipe wrench to hold the pulley on the edge and it provided enough resistance to loose the nut. I heated up the nut as well.

I was able to remove both spindles and I am patiently waiting for the new ones to arrive.
