My deck doesn,t seem to raise very high. The Handle seems to have a lot of no response movement before deck moves/ Deck wheels drag at times at full up position
Find you a helper. Have your helper manipulate the lift lever while you get down there and observe what’s going on. There’s either something broken or in a bind. Get some lithium spray lube and hit every part involved in the lifting of the deck, on both sides.
