LT2000 won't engage blade.

New belt and cable, on a mdl# 917.288051 42" deck engage issues are like the cable isn't long enough to engage blade, blade mandrel pulleys spinning when disengaged. Engage pulley that cable attached to banging back and forth while not engaged. Belt sent BT302
engage cable is532175067. Thks all.

Is the idler pull off spring in place?

Also verify that the belt is 95-1/2 inches in circumference.
