LT2000 Craftsman part help

Hey everyone. I'm new here and just not knowledgeable with small engine repairs. I have Craftsman LT2000 with a 17.5 OHV engine. I'm having issues with getting it to turn over and start. I already changed the oil, fuel, and spark plug. The air filter is new and the battery as well. It will try to turn over, but never seems to actually fire. I got to looking at it again and noticed a small part that was loose. When I turned it the wrong way some gas came out. I don't know how it got loose, but I put it back and let everything dry for a couple of days. I went back try it again and same issue. Could that part that was loose be the issue? I have a stock image of it. Any help would be appreciated.

I'm having issues with getting it to turn over and start.
Does it spin fast or go Glug....Glug....Glug?
Spray carb cleaner (or any flammable) in carb throat. See if you get a 2 sec run.
Find the engine model # - may be a on the shroud. Probably 31C707-xxxx-xx

The part which you have circled is the fuel stop solenoid. It is designed to shutoff fuel to the air horn when you shut off the tractor, to prevent backfiring. Put you fingers on the solenoid and turn the key to the run position, you should feel the solenoid engage, which will allow fuel to enter the air horn. If you don’t feel the plunger moving or don’t hear a clicking sound, it may not be working. You will then have to check to see if you have 12VDC at this plug.
