I had the rider given to me it sat for 2 years, I've replaced, pump, needle valve, filter and spark plug. when I crank it, gas comes out of the carburetor like its flooding out

Did you thoroughly clean the carb before installing the needle valve? I had the issue of gas leaking with the mower just sitting there not running. I simply took the carb apart, cleaned out some dirt/grit (tiny amount) and re-assembled. Never leaked again. The rebuilt kits for the Walbro carbs are inexpensive if you want to try that.

It seems as if something is not fully seated/assembled correctly.

I didn't take it apart completely i'll try that and get a kit thanks
