After checking your oil level, pull the spark plug and see if it will turn over without any compression. Why did we ask you to check the oil level? It's possible your carb needle is not seating properly. If the oil level on the dipstick is very high the crankcase is likely full of oil and gas and will have great difficulty turning over. If that is the case, you need to replace the needle and seat and change the oil since it would be ruined if filled with gas. If the oil level is fine and the engine turns over without the sparkplug in then you at least know the engine is not locked up.
