Like a confirmation on issue

Bought an older 2006 MTD yard machine with honda 5.5 hp engine. Starts up fine on second or third pull. Surges. So I know to check/clean carb, air filter, and fuel to start with. Pulled carb and found no gaskets at all. Not one at any part. Put it back on as is until I order gaskets. Now still starts fine but does not seem to get Rpms up to speed at full throttle. Sooooooo. Am I right to assume it is wrong have carb with no gaskets and it may be the cause if my surging issues and now the seeming not to get up to full throttle?

No gaskets could be the cause of both you problems. Install new gaskets and then post back, you might not need anymore help.
