I have been working on a lawnboy 5237 here is what has been done so far carb and tank cleaned new condensor lower crank seal replaced, ports cleaned mower has spark and is getting fuel.mower will run but at a slow speed only the governor seems to not work and the hi low speed lever is not moving the assembly. Is this due to a weak governor spring? The motor will not rev up I have at least 10 hours into it and am totaly obcessed with getting it to run.where do I go from here?oh yeah the upper crak seal appears to be good.

Do you have a manual?
Recheck the governor assembly in case a part is not in the right position.

I have the manual and studied the pics all parts are in the way it looks in the pics. When in low speed mode it the arm susposed to hold the governor rod down and when in hi speed mode let it lift up?I suspect the spring that the governor spring on the arm is weak.I will study up on the gov assembly again I did not want to bend the arm untill I know exactly what it going on

The weights move the governor lever.

I am going to buy a needle and seat and try that as it seems that may be the problem after reading a few other posts with the same symptoms.I allready have more money in it than it will ever be worth but I have had this mower for 25 years and it ran good when my brother had it but never for me.The governor may be fine it looks like its all correct and the hi low speed rod is connected.I worked before but my brother let the air filter crumble into the carb.

Looking at the repair manual, it looks REALLY easy to assemble the governor wrong. Lawn-Boy also sold different color governor springs, Green-2500 rpm, Natural or Yellow-3200 rpm, Blue-4000 rpm and Red-2800 rpm.

I believe it is assembled correct as per the pics in the manual It is one of the parts you never see it work but know it has to I know its only 6 parts and one is a washer.

When the engine is running move the throttle and see if the engine speed increases.

A needle and seat would only solve a possible bowl flooding issue it would seem to me.

The needle stuck in the seat one time after reassembly and would not let fuel in.I am getting fuel coming out of the carb into the air filter.I bought a ebay cheapie tune up kit and am going to install it tonight. If that dosent work at least I got a lot of new parts.lawnboys are almost a common place item in wisconsin.they are everywhere.I just got two f motor ones last nite a 10546 and a 521aes whatever that is.

I believe thats what the problem was it was flooding out.put a new needle and seat in and had to bend a reed back as it was sticking up a little.Put on new reed and carb gasket put in a new plug gapped at .035 primed three times and shazam it started first pull let it warm up for a few minutes and fine tuned to get that ya know lawnboy sound Saved another one.

Nice work.
I bought a cheap induction tach for less than 11.000 dollars from China and it works good on my lawn boys.
