Lawn mower won't start nothing simple

Ok guys I hope y'all like a challenge. I have a 13 HP B&S in a 2000 model lawn machine. I just got it a month ago and have maybe run 5 tanks of gas through it. I have lots of mechanical experience but no small engine experience until recently. I noticed it was leaking oil from the seal around the crank shaft so I pulled the engine removed the oil pan replaced the seal and put it all back together. It started on the first turn of the key. After a few mins I noticed it was smoking out the top by the flywheel and I checked my oil dipstick and smoke came from their too. After a little research I realized I installed my oil slinger wrong so 2 days later I pulled the engine again, this time I cleaned the lawn mower while the engine was out and uses a tag to wipe off grease and oil from the motor itself. I checked my timing and oil slinger this time, no more mistakes. I put it all back together and now it won't start. I have 13v at the battery, I replaced the starter solenoid, replaced my fuse, replace the spark plug. But for some reason the starter only engages about 1 in 10 turns of the key. I have tried putting jumper cables on it I have tried to put the pos to the battery and a pos to the starter, this makes the starter engage every time but the engine won't start. I have good compression, I have spark at the spark plug, it has good gas- I only buy 93 octane and treat it with stabil. I have the air filter off right now so I know it has air, I have poured gas into the spark plug hole and tried to start- nothing. I have visually inspected every wire and wire connection on it, they all seem fine. I have no idea why it won't just run. Any thoughts??

I think we could have more than one issue all at the same time. the starting issue could be a ground wire issue, or a safety switch issue. the starting problem could be related to a valve adjustment issue. Did you reset the valves at .004-.006 after reassembling everything. Sometimes they can get out of adjustment when moving other engines parts around internally.

Sometimes we forget to turn the key to run when doing a direct jump. You wonder how I knowed that.

can you easily spin the engine over by hand? the mower may have to much oil / gas in it. vapor locked. Also you can disconnect everything from the engine to see if it is a safety switch. when it does spin over does it sound normal just no spark? timing could be off if you moved the cam around etc.

I think when I set the timing I may have had the piston down, so I'm going to tear it apart again and make sure the piston is in too dead center
