lawn boy won't speed up

My lawn boy (10515) will only run at a low speed. Replaced governor spring and set, cleaned carburetor, changed plug (good blue spark), reset float level. Manually moving the governor vane has no effect. Moving the throttle lever has no effect (the vane stays on high speed but the mower runs slow). The carb always has fuel when I take it off. Any one have any ideas?

When you say you moved the throttle lever, did you happen to notice if the throttle on the carb itself moved? Can you take the carb off and manually operate the throttle lever on the carb itself to while looking inside the carb to see if the throttle is opening and closing??

Moving the governor vane should cause the carb to open as well.

Just sounds to me like something on the carb isn't hooked up correctly.. Believe me, I know about those dang little hard wires..

A guy gave me an edger that he tried to fix.. The carb came in a baggy.. Along with those little wires and the parts the hold the wires and control things like the choke, throttle flapper, and the governor..

Could also be something as simple as the governor spring being too long and not making the flapper open up..
