Lawn boy rear axle assembly

I have a mower that I have cobbled together from parts. A gold series 10545 deck and handle with a 10323 duraforce engine, 3 speed transmission.
The problem is that when the mower is running the wheels lock up in reverse.
Bought all new parts for the axle assembly, keys, thrust washer and all that... And it didn't help.
Can anyone offer me information on this problem.
I followed the exploded view, please help.

Is it possible you installed rh axle parts on left side & vise versa? or a single part?

I suppose that is possible, I ordered new rocking-keys left and right. Mower orientation would be in the operating position for left and right.
I was just investigating it further and the pulley that drives the belt appears to be higher than the other lawnboy a I have.
I am thinking that this puts the belt at a slight angle, thus adding friction and causing the belt to turn, this causes the transmission to turn even when the bail is not engaged, so the axles are not really ever disengaged!
Like I said this is a mower of many models, I love tinkering and am trying to get it to work.
Does this make sense to anyone?

When you turn the pulley by hand (clockwise) the axles should turn in reverse. If axle turns forward something must be installed backwards. This drive system only drives when the belt is tensioned so when the pulley is turning the wheels are turning. If you turn by hand and the axle drives reverse like it should but still have it locking up its probably in the key that pivots to drive the wheels and releases when you pull it backwards. If the pulley is being driven it will not back up. The pulley needs to stopped to be able to pull backwards.
