Hey everyone just a question about why a Lawn Boy Commercial 8461 from 1987 is non compliant?

I've wondered the same thing but just decided that it was because it IS commercial. There must have been wording in the law that got around that. Light trucks back then didn't have to comply with the same safety laws as passenger cars.....
