Lawn boy 10335 self propels own own

Hi I have a lawn boy 10335. Today while mowing I released the self propel lever but the self propel was still engaged. The belt seemed tight. I took it off and cleaned around gear housing. I started mower again and it began to jump forward the longer the mower ran without the lever engaged. I was also unable to pull the mower backwards. Do you know what could be causing this? Could maybe belt shrinking with heat?

Also the spring an cable are not getting stuck at all and the gear case is tilted forward in the not engaged position. When the mower isn't running there seems to be proper amount of play in the belt. When I start the engine it looks like the belt is getting tighter and tighter causing the gears to engage.
