LA115 won't "go"

My second issue with father-in-laws mower....ok it had been sitting up for maybe a season, so since my husqvarna is needing a ring job, I thought I'd pull the Deere out and use it. Well, after I got it started (finally) it won't go! Move! Forward or reverse! I can see the fan on the pully under seat spinning, but no movement of mower.
I see the drive belt isn't tight against pulleys, just there. Sitting. Belt adjustment? Maybe end of belt I'm not seeing off pully?

Does it have an automatic transmission? If so, is the bypass valve lever pushed in?

If you're meaning the rod to pull out to push the mower freely, yes it's pushed in. I'll look at this closer to see if it is doing what it should.

to be honest BillyP, I have done that a time or two! Anyways, this evening, I checked again to make sure, and what I found is that with the rod pushed in or out you can still push it forward or backwards. So I look at the "arm" the rod is attached to and with pulled all the way out it takes two clicks in and stops, but there looks like another ridge the arm could go up to again. Maybe not. Idk.
As far as the drive belt, it sure does have slack in it, and pressing the accelerator doesn't make any difference at all. I step on it, the rod moves towards the back of mower, pushing the arm it is attached to back more, but nothing engages. So with belt being so loose and not tightening up to pullys there is no pull for go power.
I dont know about the electrics involved if any in the procedure, but the mechanics don't do the job.
Also I checked all this with mower off. :confused2:

I had an instructor once that told us, "when something doesn't work, look for the simplest thing first."
Well, after checking the rod you use to manual push mower, I should have gone to next simplest thing, but took for granted that wouldn't be the issue. Axle key.
Instead, I went and bought a traction belt. But, to my defense, it was stretched some, and had never been replaced. After the fun of that change-out, and mower still not "going", I took off the left rear tire. Not a sign of a key. Not even any metal fragments. So I go to local dealer , got a couple, installed, cut grass til past dark!
