La115 B & S engine surging

I have a LA115 with a B&S engine out that keeps surging. I did the easy thing of draining and changing the gas to non ethanol and still the same surging. I attached a link to a video of the throttle linkage jumping while sitting at a middle throttle setting. Any help would greatly be appreciated.

Most likely a partially clogged jet in the carb. Need to remove, clean and install a carb repair kit. Try engaging the deck and see if it smooths out. If so that confirms the idle jet clogged theory
