Kubota 3130 diesel loses power going uphill

My Kubota 3130 HST nearly stalls going up a steep hill in medium range. I change the air filters, diesel filter, engine oil and filter, Hydrolic oil and filters, and it still has trouble going up a steep hill in medium range. It does fine in low range.

I have used Kubota Diesel lawn mowers for 35 years and have had this kind of trouble a couple of times
The first time it happened I did everything you mentioned and nothing changed, I found the diesel fuel was contaminated with gasoline.
The second time, about 10 years after the bad fuel incident, I found the problem was a clogged fuel tank (the tank cap wasn't put on)
I just posted on Lawn Mower Forum my solution to the clogged tank.
Blow back through the line

Is this a new problem, did it previously go up that same hill in medium range ?
The reason I'm asking is the 3130 is a fairly big/heavy tractor for its HP, so maybe your simply asking to much of it to climb a steep hill in medium
