Kohler SV610 (21hp OHV) spitting gas out of carb

Frustration has begun to set in. I received a new short block (20-522-15) in the mail the other day. Put everything back on from my original engine per maintenance manual. It starts and runs fine, but it spits gas out of the carb, and when I give it full throttle, it seems like it is spinning at a million rpm's. I have set the governor, throttle linkage, like the manual said: governor shaft all the way counter-clockwise, and throttle arm in the wide open position. I adjusted the valves at TDC, on the compression stroke at .005 on suction, and .007 on exhaust. Not sure if this matters, but I did cut the coil wires to remove, then re-attached when I put the engine back together. I received a new carb with the short block, but I have tried both carbs, and they both spit gas. My hands are in the air at this point, cause I have no clue what else to do??? Next step would be a repairman. Any help, or steps in the right direction would be greatly appreciated. Thanks for looking.

Talked to a guy at work about it. He seems to think that if I didn't set the governor right the first time, which thinking back, a youtube video showed me opposite of what the manual said, he thinks it could have over sped, causing the flyweights to spread too far out, and regulating pin to fall off from the governor assembly. I would have to pull the top cover off and re-install it. I think I will dissect the old engine first for practice. Thoughts?
