I have a Scag Wildcat with a kohler 27 hp. it is hard to start seems to be over fueling after it starts it runs on one cylinder for a little while. after getting it running right it runs good untill it is shut down

First need the model and spec numbers of the engine.
Second we need to what you done so far to try to remedy the problem.
the sliver tag is missing . all I can find is Kohler Command Pro 27 24 113 124 . I bought this mower used. it has around 800 hrs. it has not been right since I bought it. All I have done is cleaned the rust off between the coils and the block

the 24 113 124 is the part number for the label.
You engine per HP is one of 11 CV752 as it appears you 61" Wildcat with a vertical shaft engine. IT appears to have a twin barrel carburetor.
This is as far as I get you with seeing the engine in person to other items that may have part numbers on that would be spec specific.
Simple first. If you haven't done so, install new spark plugs and check wires to plugs. You may have a carb needle valve problem or ethanol crap in the carb.
