Kohler Engine on a Scag

My Kohler engine, CV740S, on my Scag lawn mower won't run at full power and can hardly move itself around even if the blades are not operating. To me it seems like it's running without getting the proper volume of fuel. I changed the fuel filter and still experience this from time-to-time. Once it's shut off for a few minutes it will run fine for an unknown period of time, then act up again. Any suggestions?

Could be fuel related, but could it possibly be that you are loosing spark on one of the modules. Next time it does it. check for spark on both spark plugs.
