Motor runs fine but will not engage governor on hills, almost dies. Throttle has little rpm variation from low to high and lever will not go up, into "choke area" of gauge on dash.
I replaced the spark plug and fuel filter, cleaned carb but did not rebuild and set governor to; CCW to stop. Compression on single cyl is about 82#' hot.
Any suggestions?
Would a plugged muffler cause governor to not engage?
