Kohler CV-15 commando charging system

I have a craftsman lawnmower. With a Kohler CV-15 engine commando
Having problems with the charging system. It is only charging what the battery is. About 11.8DCV that’s what the battery reads when mower is off. And running. Charge battery to 12.5DCV Chuck across battery one running and get 12.5
45AC volts are coming out the stater (Green wire). Got about .3 Ohms Resistance from breaking lead to ground. With engine stopped.
Disconnected charging lead (Black wire) at Full throttle getting 7.4 to 6.3 DC v. Charging lead to ground.
With engine stopped I checked the charging lead to ground and reversed Leeds One way 5.20 Resistance The other way was infinity ohms
The lighting lead (yellow wire) measures resistance .4 to .1 ohms
With engine running lighting lead at full throttle is 13.3Ac volts to ground
With engine stopped measure resistance Lighting lead (yellow wire) to ground.5 to .8 ohms

At full throttle still charging 12.5 it doesn’t go up any higher even if the battery was at 12 V you still get 12 V charging

On that test of the lighting circuit, were the lights on? If not can you get a reading with them on?

No they were not connected
I took the hood off

On page PDF page 69 of the above service manual has the test procedure.
