I have a DR with a Kawasaki FH580V 17hp. Battery not charging, fuse blowing. Expect the voltage regulator output to be Positive 13.5VDC but it reads negative 21VDC. Meter is hooked up correctly. Installed a new voltage regulator and it reads the same. Input is 23-33VAC. Was blowing the fuse with the old regulator, but not with the new one.
Check 2 wires at alternator plug engine running, should read 20-30 volts. Check all wiring by hand making sure all connections are tight secure, especially ground wires & straps.

Are you testing the DC output with a good battery connected?
Good continuity between battery neg. and voltage regulator case. Checked and cleaned all grounds and connections anyway. Reads -21vdc on output of regulator whether output wire to battery is connected or not. AC voltage input to regulator from stator is good, but don't have a meter that will read Amps.
simple test: read battery voltage sitting quiet: "Static " voltage. Run and read again. If within tolerance of max 15v I would say all is good. You early said ok after new regulator, but then reading where curious but not really identified what readings.
