This engine will only start when starting fluid is sprayed into it. I have new fuel and also good fuel pressure coming through the fuel filter

You might want to take the carb apart, sounds like it needs a good cleaning, gummed up parts and passages. Use carb cleaner only.

Check your compression and set your valve clearances. Starting fluid increases compression and is more volatile than gas, making an engine start easier. A gas engine shouldn't need starting fluid. gregjo1948
