Kawasaki FH430v-AS26-R surging engine issue

I have an FH430v-AS26-R engine on a Lesco 48" walk behind. Initially I had an issue with flooding engine thinking a stuck float. I attempted to remove the main jet but was old and not coming out. I replaced carb, air filter, fuel pump and filter to no avail. I now have trouble starting and when started it surges up and down and is not coming up to full RPM. I tried to attach a video of it but was restricted.
Any help is appreciated.

Is the carb replacement new? Surging, I've found to be a lean fuel mixture. Engine runs a little too low on fuel so, it opens the governor to compensate and then it gets a bit too much fuel causing the rpms to rise. Then the governor backs off causing a drop in rpms. This rise and fall in rpms is the "surging" or "galloping ". You could try applying the choke slightly to see if it will smooth out.

My 345 surged and guy cleaned carb and still no fix and he touched the gov. spring and it quit so he replaced the spring and it fixed it.
