Kawasaki FC290 govenor probablem

My RX75 quit running so i removed the carb to clean as i had left some old gas in there. I made the mistake of removing the govenor arm with out marking it. I am now having a hard time getting it set up the mower runs now, but wide open . Any ideas on how to set this arm on the peg. Thanks
 
With the carb installed open the throttle control on the carb to full wide open and watch which direction the stud that the governor arm turns. While holding the throttle wide open turn the stud in the same direction that it turned in the previous step till it stops and then tighten down.
