Kawasaki FA76 - Throttle Issue

Hi
This is my first post and I know this isn’t strictly a lawnmower but the engine is a Kawasaki FA76. I have posted a link to a video which demonstrates the problem better than I can explain it. Essentially the engine ticks over when idle but when the throttle pedal is depressed nothing happens.
Happy to answer any further questions but my mechanical knowledge is minimal hence the post.

FA076D-Spec number not given.

It is possible that the governor spring is missing, broken, or simply not connected. Item 92144 on the following control IPL example (FA076-BS09 used for example)

It appears you might be right, thank you. I can see a spring that looks like 92144A that is hanging loose behind the fuel tank. However I cannot see (or work out on that drawing) where the other end needs to attach. Is there anyway you could explain it to me.
does it go anywhere on the newly attached photo?
