kawasaki engine flooding

hey guys ,I have a kawasaki fd620d-av51 engine that pulses fuel out of the carb's main jets in the throttle body during cranking, i have checked all ports jets and air bleeds, put in a new needle and float, pressure tested it, checked intake and exhaust valve clearence.I can't seem to figure this thing out, can you help?

Don't know if this will help, but I would check the float level and also see if the float needle is sealing properly.

I did pressure test the needle and seat, but i,ll check the level too just in case, thank you

I had a carb off of an FX730. It would not start. Had the carb apart several times. It was clean as a whistle inside, and had less than 1/2 hour of run time. Kawasaki ended up replacing the carb. Could not find anything wrong with the bad carb.

I bought a new set jets for it, thinking others had made them to big cleaning them over time, hope that does it. Thanks for your ideas
