Guys, what is the scoop on these 2 engines. Are they really the same except for the carb and filter type?

It is more than just a carb change, The cylinder bore, stroke, piston size, crank shaft are all different. Although they look almost the same like plugs, air cleaner and muffler, there is a reason there is a 19 and a 23hp. Hope this helps
