I finished re ringing this engine (k301AS) installed and started. I cleaned the carb, but it will not run without the choke. I am stumped.

Providing you've done the basics - replaced the spark plug, checked the HT lead, it could be the carburburettor adjustment that is out.
Try putting it on minimum throttle, and keep trying to start it, each time adjusting the adjustment screw on the carb a tiny bit. Slowly but surely it will get the right fuel/air mixture then.
