Your clutch on the starter recoil is very dirty and the crank shaft probably needs a good sanding as well ...... Just take the top off......

All those small engine clutches are the same....... Same problems happen to them all the time also LOL....Go figure that LOL...
Briggs kept it simple for us fix those type starters..........

Please do not "sand " unless surface is scored...and then only use emery paper.
