I have a C116L Reading lawnMower. and i would like to know if i can convert from Eletric start to pull start

You cannot put a recoil starter on this engine. If you can find the parts (this engine was built in 1982) you could put on a warp around cup. This web sit might help you with the part numbers you would need.

what is a warparund cup ?

A wrap around cup is what we call a starter cup where you warp the cord around the cup and then pull to start the engine. If you take a look at the website you will see it.
