My tractor won't move in 4Th and 5TH gear and slips or hardly move in 1-3 gears. I have replaced the drive belt with no change. What is the problem?

My tractor won't move in 4Th and 5TH gear and slips or hardly move in 1-3 gears. I have replaced the drive belt with no change. What is the problem?

If the pulley on the transaxle is turning but the shaft isn't, the fix may be fairly simple. If the pulley is rotating the shaft, the fix may be deeper and not be so simple.
