I have a L-1100 paid $75.00 for it,bought a new battery and spark plup , I had it started but shut it off because the brakes wre locked up and when I went to start it back it was much harder to turn over because I did notice the mower blades are engaged which means the engine is trying to start under a load I will try it again later , does anyone have more insight?

This mower should not be able to start with the blade PTO engaged.
My LX277 PTO switch can be in the "on" position and nothing happens.
If I go in reverse while mowing the blades shut down even with the switch in the "on" position.
I have to pull it out and push it back in to restart the PTO/blades

The circuit board could be bad or some safety bypassed etc.

You could take the deck off until you get the rest straightened out.
