I purchased a used JD JX75 self propelled lawn mower with a Kawasaki FJ180V engine.
Upon start up the mower revs wide open.
I have set the governor per Kawasaki service manual, checked carb linkage for binding etc.
Nothing seems to work.
Could the internal governor gear be creating this problem?
Any suggestions would be greatly appreciated.

If when running, there is no pressure from the governer to close the throttle, then yes, the issue is internal.
