JD STX38 Throttle problems

Hi, I have a JD stx 38 black deck and have been having issues with the throttle. It wants to stay open and will not return when I lower the throttle. I took the carburetor off and noticed when I moved the throttle linkage the butterfly plate in the carb doesn't always want to move. Upon further inspection I noticed one of the two screws that holds the plate on was missing. I've looked at diagrams and it doesn't appear that I am missing any other parts.

So I found a similar screw at the hardware store and decided to mow the lawn as it was (throttle was near full speed the entire time and still not adjustable) tore it apart again and noticed the replacement screw was missing. I put a dab of jbweld on top of the throttle connection on the carb so the butterfly plate would move every time the throttle moved but it only worked for a while before flaking off.

I feel like I need a new carb but it also seems like the throttle still won't return since there really isn't a spring or anything in the throttle assembly that would cause it to.

Any help is greatly appreciated.

Yep, there is a lot of slack in it too but it doesn't appear to be damaged or stretched out.
