JD 112 doesn't start. Is it the coil?

My John Deere 112 quit while I was mowing. Wouldn't start up again. Embarrassingly, the oil was really low. I added oil. Still wouldn't start. Walked away 15 minutes. Came back, and it started. Ran it 2 minutes, engaged the PTO and it quit. Now it won't start at all. The engine does turn over though. I replaced the sparkplug. Now with the new plug, I don't see blue spark, but when i touch it, I can get a heck of a shock.

I tried spraying starter fluid in the carb, still won't fire up.

I would be very appreciate of any ideas. Thanks

How long will it run without engaging the PTO, could just be low power, low battery, test the volts coming from the reg if alright it may well be a bad coil.
