primer ball when pushed does not fill with gas--install ed new air filter -fresh gas-new carb gasket-spark plug- cleaned primer ball -does not seem to get gas

What type of mower is this? Did you check the primer to see if it had any cracks in it? Also, if this is an older Tecumseh engine you will need to make sure that the air filter seat is properly attached to the carburetor because one of the screws seals a hole for the primer. If this screw is missing or not in tightly it will not create the vaccuum necessary for the primer to pull gas into the carb.
