How did you determine the year and what is the hp? Do you know what the idle rpm should be?

Usually the last 6 digits tell the year month and day of build for a Briggs and StrattonView attachment Briggs.pdf. Not sure if it is a Briggs and Stratton Vanguard engine.

It is the "Big Block". I didn't think they made the "Big Block" back in 1999.
