interlock possibly not working???

Thanks for answering my question about the ZT1540 2004 year, will run only with parking brake on. The seat switch appeared to be working when jumped. I hooked it back up. The interlock was mentioned that it did not work possibly. How do I test it or repair it. Thanks in advance for any info.
 
I forgot to say. when mower is running and I take off, and turn on the blade, is when it will only work in the park postion.
