Ignition coil ground wire operation L21ZPN?

1989 L21ZPN with the handle lever / bar actuated flywheel brake and coil ground wire combination assembly. Does the wire from the switch tab to the coil tab need to be grounded to run or grounded to stop the engine? I also have a 1979 8237 and I am pretty sure the off / on switch on the shroud grounds the coil tab to run and opens the circuit to stop.
