I have a Troy Bilt 2015 Pony 42" cut. The idler bracket vibrates up and done really bad when engaged. I removed it and noticed that the shoulder spacer is not tight when put where it goes. Is this suppose to be a tight fit?

Post the model numbers of the tractor from the tag under/behind the seat.

You will find the shoulder washer and the idler arm along with another washer all have heavy wear. Also the hole the shoulder washer goes in is probably larger too. Replace those parts with new parts to resolve the issue. Also check the deck in that area for excessive wear.
Just did that idler pulley setup replacement two weeks ago. New Idler arm is unpainted (old one was painted) so the step washer (PN 738-05082) will need some thinning done where it goes through the idler arm to eliminate some of slop (to condensate for the lack of paint) as the new parts are added. They also changed the washer I thinking to a thick spacer. Also if you look at the attachment point of the engage cable spring on the idler arm you probably will find it nearly worn through too.
PNs 738-05082, 783-08654C, and 750-06184 will need replacing.
Hopefully the brake shoe isn't worn to be as they are very expensive.

Fish that is the late 2014 Deck. They change again in 2015 the idler arm design setup..
