I need some help from the pros please

So I have a customer with a yard i just have no idea what to do with. Im hoping i can get some help/tips from yall on what to do.

Their HOA wants them to get rid of the long weeds. What would you use to get rid of them without killing the rest of the yard? Also, as you can tell in the picture, half of their front yard refuses to grow. I havent mowed the short area in over a month and it just doesnt grow. I mow these customers biweekly. What can i use to help this yard grow? We are located in North Dallas so its pretty hot here.

Core aerate, water and fertilizer will make the spot grow. As for the weeds someone else would need to chip in. Just looks like it needs regular consistant mowing lots of water

Would help to know what kind of grass is there. Sprinkler system? Shade? Cars parked on the drive all the time? Children or dogs in the bad spot? How short is the grass mowed? How often? Has it been fertilized in recent months? What is the HOA codes? Do you know anything about herbicides? Those questions and more need to be on your mind.

I'd just mow it and leave it alone. Looks like you have about three different type of grass mixed and some is seeding. If they want the grass to look nice Bi-weekly mowing isn't going to do the job, you need to talk the owners into a weekly cut and it would not only improve the looks of the lawn but would also improve its health greatly.
