I have a 1990 Kohler 18 magnum horizontal, the bolt with a copper washer directly next to the dipstick backed out until it hit the dipstick then I lost the govenor, I am assuming that bolt holds the gear, it backed out about a half of inch, am I correct in thinking it dropped the gear?

If it wasn't running at the time there is a good chance that it fell off. Less likely come off while running because the governor arm should help hold it in place. If it came apart while running it will be in pieces at this point.

Then I am assuming that it went red line until you could shut it down. so yeah, time to pull the governor and everything else it its way.
