I have a HP craftsman 19.0 Briggs Str the flywheel only turns a 1/2 way and stops I checked battery starter and all electric parts. When I hand turn flywheel it make swish sound

Perform valve clearance adjustment.

Remove plug and spin engine over. See if fuel and gas come out the plug hole.

Can U turn it on over by hand? I you can it is either valves out of adjustment or a broken compression release. Check the oil and see if it is over full. If it is take a lighter and see if it will burn if it does it has gas in crank case. carb leaking fuel into crankcase. Be sure and not light the lighter near the engine if it is over full.

Was this a visual yeah there they are check or what? Describe the inspection process please.

Most electrical items need to be checked UNDER LOAD.

When I hand turn flywheel it make swish sound
Could be air and fuel moving through the engine you wouldn't normally hear.

Check the valve clearance .003 to .005 on both valves if 330000 engine or .003 to .005 intake and .005 to .007 exhaust if 31000 engine. While U are at it turn the engine by hand with plug out and watch the bottom valve and to see if it bumps off just before TDC compression stroke if not the compression release is broken. U would need a cam if this is the case.
