For us to help you, you need to help us. Like has it always had this problem if not what has lead up to it. Model and serial number so we can look up the manual and see what you are seeing.

The manufacture date is 8/29/01,it has 1268 hrs now..serial#X1419207...vin#176260...c#788242...engine serial#290480094T...and to correct myself,the mower's steering gradually got worse until it now wont steer at all......Thank You, ole Reb

If it has slowly gotten worse over time and it is both the left and right sides. It points to the drive belt. Replace and let us know. While you are down there make sure all of the pulleys and idlers spin freely. Also, make sure the tensioner moves freely.
