Husqvarna mower with a 33S777 Briggs and Stratton

The motor comes up solid on the compression stoke. The battery tests good and all the battery cables have been doubled. I set the valves. Even when jumped it doesn't turn over well. Ideas?

Remove the spark plug and the valve cover. Turn the engine over by hand and while watching the bottom valve (intake) Look for a slight opening of the the valve just before TDC compression stroke. No open broken compression release on camshaft.
