Mower idling rough and belching black exhaust. Changed air filter and spark plug. Didn't fix the problem

Black smoke would indicate that it is running rich. Check to make sure the choke isn't stuck on. If that checks out then possible the carb needle is leaking causing it to overfill the carb and cause flooding.
