Huskee (by MTD) barely moving

Hey all! New here!

I decided to join the forum in hopes that I could get a little help with my mower issue.

I recently bought a used 8 speed Huskee, 21HP, with 46" deck. This thing is a MONSTER that likes to chew through everything!

Lately, I have started to notice that the mower will not go over any type of hill, nor will it get going unless someone gives you a little push.

I also hear what sounds like metal rubbing. but ever-so-lightly, I am thinking maybe the gears are stripped?

I tried the trick where, with the engine off, I would put the mower in gear and test the tension on the belt, but it doesn't seem to tighten (I can still pull on it with some effort). It is not loose, but it also seems that there is very little to no difference in tension as I go through the gears.

What could possibly be causing this? Is there something I should check/replace?

The drive belt is brand new.

I looked in the trans to see if there was anything that may have looked out of place, or broken, but didn't find anything except some darker-than-the-rest grease in certain spots.
So I decided to put it all back together and look elsewhere for the problem when I came across this.

When I turn the pulley, it is tight with a slight jerky motion. It is almost like I can feel each of the gear teeth as they turn.

What I didn't note in the video, was that the tightness issue was only happening when the gear shift pin was all the way in (not sure if that is forward or reverse). When it is all the way out, there isn't a tightness issue.

I removed the cover several times to see if anything was out of line with the pulley gear, but it seemed to line up well and none of the teeth on the gears look to be worn or broken.

I was just curious to see if anyone has come across this when put a trans back together, or if anyone knows of any other items to check for in this situation?
